Hunting Laws and Regulations
Basic wildlife regulations for hunting in Manitoba can be found in the Hunting Guide available where you purchase your hunting license. Regulation changes occur every year, so it is important that you read and understand the information provided every year. The Manitoba Hunting Guide is also available on-line.
Hunter Education is necessary for all licensed hunters in Manitoba.
To qualify for a hunting licence, any person born after January 1, 1951 and any first-time hunter wanting to purchase a hunting license must be a graduate of the provincial Manitoba Hunter Course or a similar hunter education course from another province or state. The federal Canadian Firearms Safety Course does not meet this requirement.
Minimum age to purchase a hunting licence is 12.
Hunters under the age of 18 must present their Hunter Education card when purchasing a licence and carry the card while hunting.
Replacement Hunter Education Cards
The Manitoba Wildlife Federation can issue replacement Hunter Education Cards and is pleased to be able to provide this service. If you have lost or misplaced your Hunter Education Card, a replacement can be obtained for $15 ($10 for MWF members) from the Manitoba Wildlife Federation. To search for your record, please download the attached form, fill in the information, and either fax it to (204) 632-5200 or email it to hunter@mwf.mb.ca.

If you are planning to obtain a Possession and Acquisition License (previously called a FAC) for non-restricted firearms, you may use your pre-1994 Manitoba Hunter Education Course
certificate to fulfill the Safety Training Certification requirement.
The Manitoba Wildlife Federation was instrumental in "grandfathering" Manitoba Hunter Education course graduates for the training course requirements for obtaining Possession and Acquisition Licenses.
If you did not take the Manitoba Hunter Education Course prior to 1994, you are required to take the Canadian Firearm Safety Course or challenge the CFSC (written and practical tests) when applying for a Possession & Acquisition License (FAC).
HOW DO I GET A FIREARMS LICENCE?
In order for you to legally own a firearm, you must be 18+ years of age and have one of the following firearms licenses:
1) A valid Firearms Acquisition License (F.A.C.)
2) A Possession and Acquisition License (P.A.L.)
3) A Possession Only License (P.O.L.)
The F.A.C. and the P.A.L. allow you to own, borrow, buy, receive as a gift or inherit firearms and to buy ammunition.
The P.O.L. allows you to own or borrow firearms and to buy ammunition, but not acquire firearms.
Currently, the only firearms licenses one can apply for are the non-restricted or restricted Possession and Acquisition Licenses.
To qualify for the non-restricted (hunting type firearms) Possession and Acquisition License, you must show proof of having successfully completed the Manitoba Hunter Education Course prior to April 1, 1994 or the International Practical Shooting Confederation Course in Manitoba prior to April 1, 1994 or the non-restricted Canadian Firearms Safety Course or the non-restricted Canadian Firearms Safety Course test challenge.
Restricted (handgun, pistol) Possession and Acquisition Licenses require that the applicant qualify by successfully having completed the Canadian Firearms Safety Course prior to February 1999 or the restricted portion of the Canadian Firearms Safety Course or the restricted Canadian Firearms Safety Course test challenge.
Possession and Acquisition Licenses are good for 5 years with a cost of $60 for a non-restricted license and $80 for a non-restricted/restricted license.
Applications for Possession and Acquisition Licenses are available only through the Canadian Firearms Center. To make application, one must call 1 – 800 – 731 – 4000 or visit the Canadian Firearms Center on-line at: www.cfc-cafc.gc.ca
If you are between the ages of 12 - 17, you may apply for a Minor’s Possession Licence.
Minors (ages 12 – 17) can qualify for a Minor’s License to possess a non-restricted firearm for the purpose of hunting, target shooting or to transport a firearm to and from a shooting range providing they have successfully completed the Canadian Firearms Safety Course. (C.F.S.C.)
Contacting the local Area Firearms Officer is required to make application for the Minor’s License and an appointment is set up to meet with the applicant and his/her parent or guardian. All parties concerned agree upon conditions of use and the application form is submitted to the Canadian Firearms Center. Minor’s Licenses can be validated for up to three years with fees set according to the number of years the license is issued for.
A Minor’s License is not required if the youth (ages 12 – 17) is under the direct supervision of an adult who is qualified to have a firearm in his/her possession. “Direct supervision” means the youth must be within reach of the qualified adult.
