Manitoba Anglers' Guide
Manitoba Recreational Fishing League

new for 2000...

Manitoba
Insurance

Liability insurance has been purchased to cover all organizers, coaches and anglers that are registered with the league. It is therefore important to notify your Rec. Director or Convenor if alternate coaches or anglers are participating. In addition, those teams using boats are asked to complete the Boat Trip Registration Form and submit it to their Rec. Director or Convenor for insurance purposes. Individual boat operators should have their own insurance in addition to the above. Please indicate this on the form.

Roles and Responsibilities

The Recreational Fishing League is composed of three basic components - the Steering Committee, the Community Organizing Group and the Fishing Teams. The following is a description of each component, its' composition and roles and responsibilities within the program.

Steering Committee:

The Steering Committee (SC) is presently composed of representatives of Manitoba Wildlife Federation (MWF), Recreation Connections, and Manitoba Water Stewardship - Fisheries Branch, with support from Pure Fishing. The SC has been and will be responsible for;

- Basic organization of the league, including league rules and the scoring system used by the teams
- Soliciting interested Recreation Directors and providing them with information about the program
- Seeking interested fisheries groups such as MWF affiliates who are willing to be part of the Community Organizing Group (COG)
- Resolving any problems arising from the operation of the league
- Acting as a focal communication point for all COG’s and fishing teams
- Providing, and responding to requests for, information on insurance, safety, angling regulations and other data needed by the COG’s and teams
- Reviewing and scoring weekly team submissions and updating the web site
- Post season evaluation of the program

Community Organizing Group

The Community Organizing Group (COG) for each participating community will consist of the municipal/community Recreation Director (or designate) and two or more members of local fisheries interest groups such as MWF affiliates, fisheries enhancement groups and/or local tackle retailers. The number of members will be left to the discretion of the COG but it is recommended that the group be composed of no less than three members. The COG has been and will be responsible for:

- Registering team members, collecting registration fees and forwarding required information and monies to the league office
- Seeking two coaches for each team
- Acting as liaison between the team and the SC to clarify team rules and team play
- Registration for any outings made with boats (boat trip registration)
- Providing needed information and score sheets to teams as supplied by the SC

Coaches/Team

As previously noted, each team will consist of six to eight anglers and a minimum of two coaches. Coaches’ responsibilities include;

- Choosing safe fishing locations
- Scheduling the weekly fishing times
- Supervision of children when fishing
- Reporting scores to the league coordinator on a weekly basis on the forms provided
- Ensuring that rules and regulations are understood and followed
- Organizing optional activities such as team meetings to practice knot tying, casting, fish identification, fish cleaning, etc. Coaches may also wish to approach local tackle retailers regarding team sponsorship to cover such costs as bait
- Collecting team fees to cover bait and other terminal tackle costs if so desired
- ENSURING THAT THE KIDS HAVE FUN!

However, team members and parents also have responsibilities. Parents are responsible for getting their children to the pre-determined fishing or meeting location and picking them up at the end of each session. Parents will be encouraged to stay and "cheer on their team" and help out should they wish to volunteer. Team members are responsible for supplying and maintaining their own equipment and tackle, learning the angling regulations that pertain to their fishing location and having fun.

The league coordinator for 2010 will be Katherine Thiesenhausen. Katherine will be calculating scores, keeping in touch with teams and answering questions. She can be reached by e-mail at mrfl@shaw.ca or fax at 632-5200. Have a great, safe fishing season.
